SHARE’s Inaugural Policy Dialogue “Enhancing Connectivity and Comparability in ASEAN Higher Education” Jakarta, 24-25 August 2015
Background
SHARE is a 10M Euro EU Grant funded project with an overarching objective to strengthen regional cooperation, enhance the quality, competitiveness and internationalisation of ASEAN higher education institutions and students, contributing to an ASEAN Community beyond 2015. The main aim is to enhance cooperation between the EU and the ASEAN Economic Community and to create lasting benefits from the harmonisation of higher education across ASEAN. A consortium led by British Council, comprising the German Academic Exchange Service (DAAD), EP-Nuffic, Campus France, the European Association for Quality Assurance in Higher Education (ENQA) and the European University Association (EUA) will be working between 2015 and the end of 2018 with ASEAN counterparts to implement SHARE.
Our inaugural Policy Dialogue
Creating an ASEAN higher education space plays a pivotal role in achieving ASEAN’s overall aspirations. The first in a series of SHARE’s policy dialogues will be hosted by the ASEAN Secretariat in Jakarta, 24-25 August, bringing together senior national ASEAN policymakers in higher education, leading representatives of regional organisations, relevant donor agencies, and distinguished academics from universities across the ASEAN region. The purpose is to position SHARE well within the existing landscape as regards existing Quality Assurance, Qualification Frameworks and Credit Transfer System initiatives, to facilitate exchange of information from Asia and Europe, and explore synergies that will enhance connectivity and comparability in ASEAN Higher Education To promote coherence and interactions with the existing initiatives, whether driven by the ASEAN Secretariat or external projects, preparations for this first policy dialogue have advanced in consultation with the ASEAN Secretariat and the EU Delegation to Indonesia, ASEAN and Brunei Darussalam. With extensive knowledge and experience in conducting dialogues on the challenges and contribution of higher education in the global context, the British Council will use the authority of its international network and distributed team of advisors to engage both the prominent leaders in the region and the targeted audiences. In supporting the debate, DAAD and EUA have conducted three studies on quality assurance, qualification frameworks and degree structures in the ASEAN region, drafts of which will inform the presentation of these in-depth reviews as part of the program.
Format
Over the two days, the event will feature keynote plenaries with distinguished speakers from government and regional bodies, interactive multi-stakeholder panel discussions featuring higher education experts from across Asia and Europe, a networking dinner, breakout tracks debating QA, QF, and the fostering of student mobility, concluding with a plenary on collective perspectives around challenges and future tasks. Universities and student representatives are to play a key role on the discussion of ASEAN perspective and expectation and this is also the opportunity for donors and International organisations to contribute considerably on mapping existing regional initiatives and projects on harmonising ASEAN higher education.
Specific objectives include:
- initial mapping results regarding various capacity building and regional cooperation measures in higher education in ASEAN
- in-depth analyses of the central pillars of a higher education harmonisation process (QA, QF, credit transfer)
- stimulating dialogue and capturing of expertise on goals and strategies required to achieve comparability and harmonisation of ASEAN’s Higher Education sector, including a focus on Cambodia, Lao PDR, Myanmar and Vietnam
- sketching out an initial roadmap for further development, and to further mission, goals and planned activities of SHARE
- identifying measures to strengthen student and staff mobility within ASEAN
- disseminating the debate and result to a wider audience through digital platforms and our consortium’s communication channels
